SurfSpotGuide lists 10 surf shops in Kailua-Kona. Kailua-Kona is on the Big Island's west shore. Shop staff can tell you what the ocean is doing today, but a rental board isn't a lesson: if you're new to surfing, book a school rather than paddling out alone. In Kona, surfboard rentals to inexperienced surfers are deliberately uncommon, to prevent injuries on shallow reef breaks.
Kona conditions change day to day with swell and tide, so book through a school and let them pick the session. Kona is also a west-facing coast: Hawaii Ocean Safety expects extremely high surf at many west-shore beaches in winter (November to April), and says north swells can wrap around to create high surf on west shores in summer too. Check the National Weather Service Honolulu surf forecast (weather.gov/hfo), and ask the lifeguard on duty or your school before going in.
Expect shops to point novice surfers toward a lesson rather than hand over a board: every Kona surf spot is reef, and local instructors say beginner rentals are kept rare on purpose. What each shop rents or sells varies, so check the listings above or call ahead. If you're renting, ask the shop where it's safe to surf that day for your ability, and what's on the bottom there.

Generally not in Kona, and that's deliberate: surfboard rentals to inexperienced surfers are kept rare to prevent injuries on shallow reef breaks. If you're new, book a lesson at Kahalu'u Bay, where permitted schools teach and a guide keeps you in an area that matches your ability.
The National Weather Service Honolulu office (weather.gov/hfo) publishes the surf forecast and high-surf warnings for every island, and Hawaii Ocean Safety keeps the official list of lifeguarded beaches. For the beach in front of you, ask the lifeguard on duty.
